If I understand correctly, you could use EXECUTE() to rename your structure:

newname = 'new_structure_' + year
status = execute( newname + '= TEMPORARY(new_variables)' )
save, newname, filename = '/Users/me/Documents/omni_general_'+year+'.sav'
