I contacted tech support about this and the response was:
"We are currently working on a way to make IDL VM available without having a license, since this affects several of our customers."
So my guess is that this was an unwanted consequence of the new licensing system and it's going to get "fixed" one way or another. Until they have a solution, 8.6 is for me useless.
