I checked it and for me it seems to work. However, my systime is set to
Pacific Daylight Savings Time and for it I get the true answer.

IDL> print,systime(),systime(/julian),format='(a30,f20.10)'
Wed Jul 14 13:41:39 1999 2451374.0705902777

Is your systime really set to Greenwich Time?
