Well, you could make the pop-up a modal widget and give
the user a lot of incentive to find the damn thing. :-)

Yes, I've tried from time to time to come up with this
kind of design, too. But I've pretty much given up
on it. It just seems more trouble than it is worth.
I would really encourage you to re-think your program
design. Sorry.
