Impressive.

I am not placing an order, but have a suggestion. And I hate making
what may sound as a negative comment to the author after all the hard
work, because I am not trying to be negative.

So here is the comment.

Webmaker may be too generic a name. How about LibraryDocHTMLBuilder
or something like it?

Webmaker name should be reserved for a more general purpose routine that
accepts higher level constructs (title, index, sectiontitle, etc), and
converts them to HTML.

Finally, did you consider actually using Perl for this kind of a job
(I've never done anything in Perl). I can see one reason why not
to do it in Perl, and that is if you know IDL and don't know Perl (Valid
in my opinion).
