ftp://eos.crseo.ucsb.edu/pub/idl/idl.el
ftp://eos.crseo.ucsb.edu/pub/idl/idl-shell.el

Sorry, I didn't actually test these out. In case I've screwed it up,
try ftp'ing to eos.crseo.ucsb.edu and cd to pub/idl.
