Try the following for encapsulated postscript

set_plot,"ps"
device, filename="file.eps", encapsulated = 1
...plotting commands...
device, /close

and

set_plot, "ps"
device, filename="file.ps", encapsulated = 0
...plotting commands...
device, /close

for un-encapsulated postscript. This works fine and allows you
to combine the two options in the same session (in arbitrary
order).
