Hi Ken,
I do not know where you are starting from, but I have made wind vector images
over satellite images using Liam Gumley's image tool, to be found at:
http://cimss.ssec.wisc.edu/~gumley/imagemap.html

I'll have to do some digging but I think I can find the code somewhere.
I am not sure about getting the vectors into IDL.
