READ_TIFF is using DLM code, which is likely written in C. When you type
that string into an IDL command line you get "Loaded DLM: TIFF" in
response.

Some other trickery is required to call it from C, possibly calling
ExecuteStr with

DLM_LOAD, "tiff"
