I have the license manager (on Fedora Linux) set up to run at boot and
at shutdown and it only takes a couple seconds either to bring it up or
shut it down. I know that doesn't help you, but try looking in the logs
and see if you can spot anything strange. Does the same thing happen
when you shutdown the manager manually rather than at the time the
machine shuts down?
