The default setting of the PostScript device is to only use half the page.
You need to set the size and offset.
IDL> SET_PLOT, 'PS'
IDL> device, xsize=7, ysize=9, yoffset=1, /inch
(You'll want to look at the documentation on the PS device, the yoffset can
be confusing and I may have got it wrong).
