I don't understand that either. Maybe apply for the license before
doing the work? (I'm not a lawyer either.)

Yes, I seldom save anything in .sav file formats. IDLdoc has the
ability to examine a .sav file and produce a small report of the
contents, but uses IDL 6.1's IDL_Savefile class to do so.
