Well, I tried this on my box (SunOS 4.1.3_U1, IDL 4.0.1c, X11R6, fvwm)
and did not see the problem you describe. The two continental outlines
overlayed perfectly as far as I could see...

Perhaps this is a system or IDL version specific problem...
