It should say something more like "Loading and normalizing library
catalogs..." and then list the library catalogs it finds as it finds
them. Is this what you're seeing? Mine loads up a dozen or so
catalogs in far less than 1 second, but perhaps for you this is
searching over the network, which can be slow. This path scan occurs
during "idle time". I.e. if you start up and begin typing right away,
it should wait until you stare out the window to search the path.
BTW, it looks only for .idlwave_catalog files, and loads them, not
random .pro commands. So I guess I'm saying there's really no excuse
for it to be so slow, so perhaps your file system has troubles.

In any case, if you are sure you want to disable the scan, see this
snippet from the manual:

User Option: idlwave-use-library-catalogs (t)
Whether to search for and load library catalogs. Disable if load
performance is a problem and/or the catalogs are not needed.
