Not in C/C++ mode. However, "dmacro" implements this facility quite well
(IMHO). With dmacro, you can create a mode specific "masthead" that will be
inserted into any new buffer that is created in a particular mode. DMacro
also allows you to create named macros that can invoke other macros and leave
a point/mark at defined locations to make it easy to "fill in the blanks".
Finally, dmacro has a number of predefined macros to help with this fill-in.

To give you an idea, here is my mastheads from my dmacro file:

Where do you find an up to date version of dmacro? My emacs 19.31
discribution doesn't appear to have a copy. I look at the ohio-state
emacs lisp achive, it didn't have it.
