Winrar has a command line option :-

cmd = 'rar a ' + dest_dir + date + '_' + region_names[i] + '_' +
hhmm_str + '.rar' + ' *.txt'
spawn,cmd,/log

and Winzip (PRO $$ version) also offers command line control.
