This is a start:

There is an example as a main-level program in that file. To run it, try:

IDL> .run vis_relief

You will also need this routine:

http://michaelgalloy.com/wp-content/uploads/2011/10/vis_line ar_function.pro

It's a start, but it doesn't look as good as your example.
