I would say put values in your POSITION keyword
that don't result in a axis of zero length! ;-)

P.S. I can't really tell what you are trying to do here,
but I think I would have the POSITION keyword on the
MAP_SET command, too, if you are trying to establish a coordinate
system that is coincident with the map projection.

position=[0.1, 0.1, 0.9, 0.9]

would be a better choice than what you have. :-)
