There were some one-line scripts created to do some format conversions
on documentation with the introduction of IDLdoc 3.0:

These can't be used directly to convert from IDL template style to
IDLdoc rst style, but maybe they will provide some direction for
creating scripts to help the process along. I imagine that some manual
fixing up is going to be necessary in any case.
