I read in Craig's documentation:

ESTIMATES - Array of starting values for each parameter of the
; model. (...) If ESTIMATES is not set,
; then the starting values are estimated from the data
; directly, before fitting. (This also means that
; PARINFO.VALUES is ignored.)
