You could try sending a mail to the Devin White, author of the extension. You can find his mail in his laboratory webpage (http://web.ornl.gov/sci/gist/staff_bios/staff_whited.shtml). Recently I asked him for his MCTK extension and his was kindly enough to send it to me. He also explained that currently EXELIS is in some sort of legal battle with the US Gov. regarding what they can and can't upload to their webpage. He said that if the matter wasn't solved in the next month or two he would probably then upload his work to a GITHUB site.
