getting mtime as date/time-string [message #38830]

I need to get the modification time of a given file as a
date/time-string as it is returned by systime().
file_info.mtime returns the time in seconds since 1 January 1970 UTC.
Is there any conversion routine, or maybe a command
other than file_info, that will help me to my string?
