I'm running PV-WAVE v4.20 on DEC AXP station (operating system OSF/1 v3.0) and
the arrow keys for going forwards and backwords characters & lines don't work.

Can someone suggest how to fix this problem.

I've tried using the routine setup keys but this doesn't seem to help
