A few suggestions...
Update your ATI display driver. Download the latest from ATI's website.
If you are using Hydravision (ATI's multi-monitor management software),
update it. Then look into configuring Hydravision for IDL (or
DE-configuring... Hydravision will control the placement of certain
windows which may be part of the problem so you may need to turn off
these features for IDL.)
If you are not using Hydravision, download it from ATI's website and
install it. Maybe you need hydravision...
I used to run a Radeon X300 in a dual-monitor config with IDL and while
I was less than impressed with its performance (hardware acceleration on
the second monitor was disabled,) I didn't have any of the problems you
describe. I did have Hydravision installed.
