It's Fixed! Thanks Mike for your suggestion! I removed the
'IDL_DLM_PATH' environment variable (that was leftover from IDL 6.3)
and now I am able to create new projects. I'm not sure why an
environment variable for a DLM Path would prevent me from creating
projects, but alas it does.

Thank you everyone for your help. I think I might start doing some
real work now.
