After installing IDL 7/ENVI 4.5 I put the DLL in

Program Files\ITT\IDL7.0\BIN\BIN.x86\

That works fine for me. But it also runs on my setup if it's in the
Windows directory. Are you using only the programs on the website and
not mixing with older versions?
